The NCAA has upheld all penalties against the University of Louisville, including the loss of their 2013 national championship.
The decision was announced this morning by the NCAA:

Lousiville interim president Dr. Greg Postel said, “I cannot say this strongly enough – we believe the NCAA is simply wrong in this decision.”
Postel says previous administration at Louisville was “extremely cooperative” in working with NCAA and self-imposing penalties. Adds that the NCAA didn’t adequately consider that cooperation.
