The Atlanta Hawks have made a two-way qualifying offer to former Kentucky forward Jacob Toppin.
Toppin will become a restricted free agent on July 1.
The move means Toppin is not guaranteed to make it to training camp or to earn a roster spot, but the Hawks will have the right of first refusal in case any other teams look to sign him.
